This device is a PXI digital multi-meter (DMM) and 300V digitizer that provides measurement rates of 5½ digits at 3Ks/s or 6½ digits at 100S/s.

The NI 4070 model comes with a flexible resolution of 10bit to 23bit and integrated self-calibration. Additional features include 1.8MS/s isolated waveform acquisition at high-voltage, a VDC accuracy of ±6ppm and several built-in functions.
